Job Summary:

This role is to lead regional mobility by managing and coordinating matters related to international assignments, expatriation, relocation, and immigration in the region.

Provides regional mobility-related expertise to business units, country HR, and international assignees in the areas of international assignment and cost management policy, expatriate policy, relocation, tax compliance including tax equalization process, immigration, employment, social security, and payroll compliance.

Responsible for a high level of service with a key focus on employee experience, supplier partner management, and ensuring the program meets the needs of our regional businesses or stakeholders.

Job Responsibilities:

  • Manage the regional mobility policies and guidelines to ensure compliance with legal, immigration, tax, and local employment regulations
  • Act as the primary resource of information on immigration, tax, employment regulations, and International Assignment policies and processes
  • Coordinate the preparation of documents for work visas to Malaysia (initial application, permit renewal, maintenance of the status) and prepare relocation logistics for employees and their family members
  • Supporting onboarding of inbound foreign nationals (intracompany transferees), foreign local hires, and liaising with HR and payroll for system and full onboarding experience
  • Be the leader representing the regional mobility program in the region by managing and coordinating day-to-day activities related to international and domestic assignments, one-way (domestic and international) relocation, and immigration in the region
  • Coordinate with respective country HR, Payroll, Finance, and relevant stakeholders to ensure smooth implementation of international assignments
  • Ensure the compensation package and benefit for the international assignment are relevant and aligned across the region
  • Executing regional and domestic mobility processes and policies for Malaysia to ensure meaningful communication to drive equitable treatment for the transferee population, and is mindful of the fiduciary responsibility to partner with the business
  • Has broader expertise across all global/regional Mobility topics such as relocation support, housing, cost of living, tax, tax equalization, social security, immigration, equity, and payroll issues, as well as an awareness of the wider Rewards and talent management drivers and principles and acts as a single point of contact for their designated moves to coordinate timely and accurate service delivery across all vendors and internal teams
  • Ensure the movement of assignees is accurately captured and updated in the HRIS.
  • Maintain and manage immigration files including case tracking for Malaysia mobility stakeholders
  • Conduct regional business reviews regarding regional activity using data as a driver for those sessions, collaborate with peers on and manage program projects
  • Produce relevant reports and analysis related to registering statuses of relocation cases, cost, reporting issues/impediments, and actions/solutions on a regular basis
  • Build and nurture strong partnerships, collaborative relationships, and across geographies, functions, and agencies to ensure stakeholder priorities and interests are met, service and compliance roadblocks are removed, and enhanced understanding and adoption of regional mobility services.
  • Develop knowledge of the regulatory, tax, or compliance rules governing key aspects of Regional Mobility and stay current with developments in these areas
  • Disclosing process gaps or growth areas and actively addressing them to improve the existing process
  • Ensuring compliance of talent mobility practices in line with legislative and regulatory requirements, standards, and other known relevant policies and guidelines; working cross-functionally with corporate tax regarding PE risk

Knowledge,Skills and Abilities

  • Bachelor’s Degree in Business Administration or related disciplines
  • Minimum 5 years experience in managing regional Mobility in a complex business or MNC environment, ideally with exposure to markets such as Malaysia, Singapore, China, Japan, Philippines, and/ or other emerging market countries. At least 2 years of experience in a similar managerial role
  • Knowledge of general HR practices, relocation policies, immigration laws, and local regulations as they apply to mobility programs
  • Ability to translate the technical nature of mobility requirements (immigration, international taxation) for clear stakeholder understanding
  • Strong customer service orientation and management skills
  • Ability to work at both operational and strategic levels
  • Ability to mitigate unforeseen problems creatively and effectively
  • Cultural agility, high degree of empathy, and ability to manage ambiguity
  • Demonstrates outstanding teamwork, proactively developing colleagues, and excellent team management skills
  • Good knowledge and ability with various Microsoft suites e.g. Word, Excel, Powerpoint, and Teams with good database management
  • Good verbal, written communication, and presentation skills in English. Proficient in speaking and understanding another language is an advantage
